The Aarhus Covention is  UN compliance standard that the EU, British Government and the devolved Scottish Adminstration are signed up to. However it is pretty obvious that they have totally ignored it, bypassing both the requirements of transparency and consultation and in fact implementation of the Directive. The recent selective pursuit of the GPWind routemap drives a coach and horses through the requirements. Replies from Fergus Ewing to Parliamentary Questions show a total lack of either understanding of the principles or intention to comply. Political targets over-ride the rule of law where Scottish Ministers are concerned.
