The Aarhus Convention – Are we covered?

I have a copy of an excellent letter sent to a planning officer in relation to compliance with the Aarhus Covention. The Planning Officer states that Scotland is not required within it’s laws to fulfil those requirements but this is an EU Environmental law which the UK government has signed up to. Can the Scottish Government pick and choose at will to it’s own ends. Names are redacted for reasons of confidentiality. Feel free to use this as a template to your local planning authority.
