When a Bribe is this blatant, where is the law?

Sallachy Wind Farm Site for 22 Turbines _JMT

WKN Energie AG, the German developers of the proposed Sallachy Wind Farm have promised University of the Highlands and Islands (UHI) funding for five trainees for Renewable energy. The offer is dependant on the company receiving planning consent for their wind farm. Surely that is a blatant attempt to bribe Highland Council and the Police should investigate. It should be pointed out that objections have been received from SNH, Mountaineering Council of Scotland and John Muir Trust amongst many others. This is obviously a blatant attempt to influence the Planning Committee and as such could be considered a very serious offence in deed.
